The Polish National Energy Conservation Agency

Background and Status

The Polish National Energy Conservation Agency was founded as a join stock company in February 1994, after the resolution passed by the Polish Parliament, a decision of the Government of the Republic of Poland, together with agreement between shareholders.

KAPE’s shareholders include: National Economy Bank (16.13%), Industrial Development Agency (16.13%), Ministry of Treasury (51.61%), National Fund for Environmental Protection and Water Management (16.13%). KAPE is a non-profit organisation of public service character.

KAPE employs staff of about 25, including secretarial support.

Mission and goals

The mission of KAPE is to develop and implement the principles of sustainable energy policy of Poland. To fulfil the mission KAPE wants to play a leading national role at the energy service market. In the development and implementation of sustainable energy policy for Poland, KAPE shall look to the European standards as a reference point and work out the guidelines in co-operation with both Polish and foreign partners. Its position at both national and European markets, experience in international projects realisation, the national and international contacts, high level of professional expertise together with experienced organisation and personnel are an advantage in achieving our mission and pursuing the goals.

KAPE also supports national sustainable energy policy expressed inter alia in: the Constitution of the Republic of Poland (the part concerning sustainable development); Energy Law; Act on Support for Thermomodernisation Undertakings; Principles of Energy Policy by 2020; II National Ecological Policy; Policy of Sustainable Development of Poland; Development Strategy on Renewable Energy Sector; acquis communautaire in the field of energy efficiency; Kyoto Protocol; Energy Charter Treaty; Energy Charter Protocol and Energy Efficiency and Related Environmental Aspects.

Activities

KAPE carries out activities aimed at rationalisation of the energy management with respect to the environmental protection and through pro - ecological undertakings related to energy generation, transmission and utilisation

KAPE main activities include:

  • issuing expert’s opinions, analysis and consultancy for governmental administration, energy sector and local authorities,
  • realisation of projects under international programmes e.g. EU programmes (including inter-governmental co-operation) and co-ordination of international programmes in which Poland participates,
  • preparation and realisation of large international programmes carried out within the framework of inter-governmental co-operation,
  • national and international conferences, seminars and training courses,
  • publication of guidebooks, promotional and training materials,
  • managing Energy Audit Secretariat and Energy Planning Secretariat,
  • verification of energy audits for National Economy Bank,
  • preparation of investments financing mechanisms in the field of energy efficiency and renewable energy sources,
  • investment identification in the field of energy conservation and renewable energy sources. KAPE carries out project, consults, trains and issues experts’ opinions in the following areas: Sustainable building engineering
  • thermomodernisation of buildings and heating stations,
  • district heating systems,
  • energy monitoring and management systems in buildings.

Sustainable energy policy:

  • instruments of sustainable energy policy,
  • renewable energy sources,
  • dispersed combined electricity and heat generation,
  • energy-saving transport.

Environmental protection issues connected with energy processes:

  • impact of energetic processes on environment,
  • implementation of Kyoto Protocol mechanisms,
  • best energy-saving technologies. Municipal policy in the area of sustainable development and energy planning, Promotional campaigns aimed at a better social understanding of sustainable energy policy, Financing small energy investments in the field of energy conservation and renewable energy sources. Since a number of years KAPE have taken part in the international, European and bilateral co-operation.

  • SAVE and ALTENER Programmes as an executive and supervising unit in Poland,
  • 5th and 6th EU Framework Programme,
  • PHARE 2002 Programme Sustainable Energy Policy,
  • UNDP Programme Polish Energy-Efficient Motors Programme,
  • Poland – Japan Energy Conservation Technology Centre (ECTC),
  • BALTIC CHAIN – programme supporting Baltic countries co-operation in the field of small - and medium- sized investments in the energy sector,
  • Baltic Sea Region Energy Co-operation (BASREC) – platform of co-operation in the area of energy use in the Baltic countries as a co – president of the Energy Efficiency Working Group,
  • Preparing EU Programme Intelligent Energy for Europe (SAVE / ALTENER /STEER/ COOPENER). National and International Cooperation In Poland KAPE cooperates with:
  • parliamentary commissions,

  • Ministry of Internal Affairs and Administration,
