Motiva Oy
Background and Status
Motiva was established as an Information Centre for Energy Efficiency in 1993 by the Ministry of Trade and Industry (MTI) to promote the implementation of the Energy Conservation Programme of the Finnish Government. Motiva’s area of activities was extended to cover the promotion of renewable energy sources in 1996. As of December 2000 Motiva Oy is an impartial and state-owned joint stock company with 25 employees and annual turnover of € 4.8 million. Motiva’s objective is to implement the National Climate Strategy, the Energy Conservation Programme and the Action Plan for Renewable Energy Sources by activating the market for energy conservation, energy efficiency and renewable energy sources. Motiva’s vision is to be a focal actor in reducing environmental impacts in energy production and consumption.
Expertise
Motiva employees form a broad entity of expertise. The areas of expertise and experience cover e.g. design and engineering, research, education, marketing and information dissemination in the areas of energy production and consumption. Motiva’s expertise in more efficient energy use and increased use of renewable energy sources consists of the competence of its personnel. Forms of operation are

- to accelerate the introduction of advanced energy-saving technologies
- to influence people’s attitudes in favour of energy conservation and permanently change their habits of using energy

Customers
Motiva’s customers are the ministries responsible for implementing climate strategy, central organisations, organisations responsible for research and technology development, companies, associations and consumers. Motiva is also active in EC programmes (SAVE, Altener), EnR network, OPET network and Nordic co-operation.

Motiva provides expert assistance in strategic studies executed by ministries, agencies and other organisations.
Skills - Technical Assessment and Programme Management
Motiva develops, launches and implements practical work according the National Climate Strategy. The means of fostering the implementation of climate strategy include:
- Energy conservation agreements
- Energy audits and other methods to improve energy efficiency
- Speeding up the introduction of advanced energy-efficient technology
- Influencing attitudes and habits of use
- Management Services for projects to increase energy efficiency
In the voluntary energy agreement scheme Motiva is the partner of the sector organisations and ministries that have concluded agreements. The task is to develop agreement procedures and operating models and to help organisations achieve their conservation targets by providing them with information and tools. Motiva analyses the data on energy conservation measures and reports on the results together with sector organisations to ministries, municipalities and companies. Energy audit activity is an essential part of the practical work involved in energy conservation agreements. Motiva is responsible for the development, marketing and quality assurance of audit activity and for training the auditors. Motiva has developed specific auditing models for industry, energy and public sectors. The renewable energy sources were integrated into audit activity in 2003. The ESCO (Energy Service Company) activity was launched in 2001 in Finland.
The ESCO concept, created by Motiva for the Finnish conditions, includes operation and agreement models tested in the service and industrial sectors. Motiva manages exclusively national programmes.
Skills - Technology Transfer and Dissemination
Motiva activates the utilisation of modern, energy-efficient technology and solutions, by providing information and developing tools to make choices easier. Technology procurements and joint purchases speed up introduction of energy-saving technology in the market. Informative and supportive communication accelerates the awareness of new technology.
Motiva participates in several international programmes and projects promoting energy efficiency and renewable energy sources by e.g. technology procurements and adaptation of advanced technology. Motiva gathers, processes and distributes information on obtained results, attainable advantages and tangible action programmes to various target groups. Motiva serves the media, authorities, enterprises and organisation in the field. Motiva supports other organisations in production of information material and creation and introduction of new action models. Motiva co-ordinates and strengthens co-operation between various networks by e.g. arranging training events, seminars and by gathering information for the target groups.
