Energy Institute Hrvoje Požar

Background and Status

The idea of forming the Energy Institute Hrvoje Pozar (EIHP) was launched in late 1993, with the purpose of providing expert support to state institutions and companies involved in energy sector reform processes. The Institute was established in 1994 by the decision of the Croatian Electric Power Utility’s (HEP) Supervisory Board, and immediately following the founding of the Institute, the Government of the Republic of Croatia and the Croatian Oil Company (INA) were added to the Institute’s founders.

In the year 2004 the Institute was transformed into a non-profit scientific institution owned by the Republic of Croatia. Today the Institute has 66 employees, among which 14 hold a Doctor of Science degree and 16 are holders of the Master of Science degree.

Mission and Vision

Energy Institute Hrvoje Pozar has been founded as a non-profit institution. Its goals are to provide expert and scientific support to: the strategic development of the Croatian energy system and its sub-systems, the processes of legislative reform and development, the advancement of economic relations, and to the development of relevant institutions.

The Institute’s vision is an answer to the requirements of the Croatian energy sector which is undergoing reform, restructuring, privatisation and opening of the energy market. In this context, it is of considerable importance to accelerate all activities related to EU accession, strengthen the Institute’s regional role in the advancement of Croatia’s economic and overall interests, and follow the ever increasing role of Croatia in international political and economic relations. In order to achieve the afore-mentioned goals, it is necessary to increase the level of knowledge and capacity within the energy sector and state administration, but also within the overall economy in order to develop capacity to perform well in a market economy and an open energy market.

Regional and international cooperation represent important components of the Institute’s programme. In this context, the Institute represents an important centre for cooperation in the realisation of common programs, education and reform in the region.

• Analyses of energy demand and supply by energy forms and sectors; energy balances; energy database and statistics
• Analyses of past energy demand and short-, mid- and long-term forecasts
• Analyses of energy demand relations, interdependence and trends (in total, by forms and sectors, regional energy demand trends, etc.)
• Planning and development of the energy system and its sub-systems (electricity, gas, oil products), technical and financial aspects of the energy sector development
• Analyses and planning of the transmission and distribution networks
• Economic relations in the energy system, pricing policy, tariffs and taxation policy, etc.

• Renewable energy sources: analyses, planning, stimulation and popularisation, energy sector and environmental protection
